A 10 by 10 grid of 100 squares shows that percent means "out of 100": shading 3 rows and 7 more squares gives 37 out of 100, which is 37/100 and 37%. The 63 squares left over are 63%, and 37% + 63% = 100% fills the whole grid.

What the lesson says
What does 37 percent mean?
Percent means out of 100.
Picture a grid of 100 equal squares.
It has 10 rows of 10 squares, and 10 times 10 is 100.
Shade 3 full rows of 10: 10, 20, 30 squares.
Then shade 7 more, and 30 plus 7 is 37.
So 37 out of 100 squares are shaded.
As a fraction, that is 37 hundredths.
And 37 out of 100 is 37 percent.
100 minus 37 is 63, so 63 percent is not shaded.
Together, 37 percent and 63 percent make 100 percent, the whole grid.
So a percent counts parts out of 100, and 37 percent is 37 out of 100.
