A small town with a town hall builds up step by step: a council sits at a long table with the mayor in the middle, and they meet in the town hall and raise their hands to vote on decisions. Dashed lines then join the council, one at a time, to buses, police, firefighters and a bylaw park sign that gets a leash for "keep dogs on a leash", ending on the recap that the mayor and council make rules and look after services.
